The Pennsylvania Statewide Radio Network is the commonwealth’s statewide wireless voice and data network for public safety and emergency response communications. PASTARNet is available to all PA local, state and federal public safety agencies. The Challenge

As useful as OpenSky had proved, it limits were impeding first responders. The legacy system’s capacity was at its peak; core parts were difficult to replace, and interoperability was not an option. It was clear to Pennsylvania that an upgrade was imperative.

What are the Benefits?

P25

PASTARNet is a certified P25 Standard Compliant system. It can connect with other P25 compliant systems, radios, and dispatch consoles. This makes it easier for you to support radios and equipment from other agencies, regardless of manufacturer, for mutual aid and joint operations.

P25 Trunking

PASTARNet enables standard and fully redundant configurations of P25 trunked communication systems. The system offers increased system resiliency to enable continued communications should a network outage occur.

P25 TDMA

P25 TDMA

Through the P25 TDMA standards PASTARNet enhances the functionality of P25 standards and do not replace existing standards. TDMA operation increases voice capacity with the same number of channels and channels can be available for Data functionality such as OTAR and location Services.

OTAR with Multi-Key

OTAR with Multi-Key

Solves the logistical problem of maintaining secure wireless communications and eliminates the burden of manually rekeying your radios on a regular basis. Project 25 compliant OTAR is part of the PASTARNet system designed for radio and network management that enables key distribution and key management to be conducted securely over-the-air.

OTAP

Radio Management batch programming of APX radios via OTAP on the PASTARNet system, which has voice priority over data, so a user’s call, emergency notifications or critical communications will not be interrupted with OTAP. Should an OTAP session be interrupted with communications, programming will resume after the call without the need to restart, expediting the process.

Group Services

Group Services

Group Services leverage the inherent talkgroup service of LMR to make it available for sending data. This enables the transmission of data over the PASTARNet systems, from one-to-many users. This is a much more efficient method to disseminate information to a large group.
