California RIPA 

There is a perceived mistrust of law enforcement in regards to discrimination based on racial or indentification profiling. California officers are required to track and report perceived race and identity in order to improve transparency and increase community trust. 

Officers are able to use the Flex Law Incident to start a Traffic Stop record. The officer is able to easily enter valid data that meets California requirements. The agency can have the Traffic Stop record go through an approval process. Then the agency is able to batch submit those records on whatever cadence is convenient for them. 

 

 

Evidence Scanner Audit Report

When an evidence technician runs an audit report using the new Evidence scanner, the results of the audit are not available in a report format. Agencies need access to the results of the audit quickly in an easy to digest format.

A standard Evidence audit report is included with the new Evidence Memor scanner.

New Flex Evidence Application and Barcode Scanner

The new Flex Evidence application, designed for the Datalogic Memor 10 mobile computer with the latest smartphone technologies, helps evidence clerks effectively manage physical evidence. The use of the evidence scanner requires the Evidence Inventory Module.

Evidence clerks use the handheld device, installed with a specifically designed Flex Evidence application, to scan the barcode on physical evidence. This helps audit evidence inventory and ensure the accuracy of current Evidence Management records.

They can also use the scanner to move physical evidence to a new location. The updated data such as the new location, reason, custodian, etc. are wirelessly transferred to your agency’s server and change the relevant Evidence Management records.

The new handheld scanner does not require a docking station, so users can complete the audit or movement at the actual storage site of the physical evidence. This improves the efficiency of inventory management so users know the audit and movement results immediately.

 

CommandCentral Capabilities for Flex Records

Improve productivity with free CommandCentral capabilities for your Flex Records System.

CommandCentral Capabilities offers a number of cloud enabled features that are available for you to extend reporting capabilities further and make your teams more productive. The Cloud Data Backup and Restore feature helps you mitigate the risk of data loss and maintain peace of mind without any additional hardware investment by backing up your records data into the cloud for free without backup size and frequency limits. Once your data is in the cloud, you can quickly and easily find the information you’re looking for with a free text search.

This free offer also includes CommandCentral Vault, our cloud-based digital evidence management solution. Any attachments uploaded to a law incident are automatically stored in CommandCentral Vault to save on-premises storage space. These attachments will still be available for review from within the law incident, but will also be more easily managed through CommandCentral Vault, along with any other content you choose to store there such as body-worn or in-car video, fixed surveillance video, 9-1-1 call audio, radio traffic recordings, crime scene photos and more. Any content stored in CommandCentral Vault can be purged intelligently based on the retention policy defined by you. You can free up the storage space more effectively for keeping the most important digital evidence.

In addition to digital evidence management, capturing evidence on scene is now easier than ever with CommandCentral Capture. This free smartphone application makes it secure and simple to capture images, video and audio on scene. The media is correlated to the case and automatically uploaded to CommandCentral Vault. Officers can also use CommandCentral Capture to dictate their officer narrative, which is automatically transcribed and viewable in the Consolidated Record View. From the Consolidated Record View, you can securely and easily share the entire case and all associated digital evidence with trusted agencies, the community and prosecutors.

The Insights Dashboard is another CommandCentral benefit available to Flex Records customers. The Insights Dashboard provides actionable intelligence to achieve better outcomes through Crime Trend Alerts, Workflow Cards, and Project Cards. Crime Trend Alerts help you monitor criminal activity and set threshold alerts to identify and proactively address crime trends. Project Cards help you manage key initiatives, such as training and collaborative planning.

For agencies with both Flex Records and CommandCentral Jail, we offer Intake Workflow and Inmate Activity. These help streamline offender management for a smooth intake and reliable inmate activity tracking. With the additional cloud-enabled capabilities, your Flex Records system is further enhanced streamlining your workflow and helping you keep your focus on the communities you serve.

License Plate Recognition (LPR) Integration 

For Flex Records users with access to Vigilant License Plate Recognition software, this Integration allows users to accelerate investigations and solve cases faster with the ability to identify linkages between vehicles involved in an incident and LPR records within the CommandCentral Consolidated Record View.

Within the Consolidated Record View of CommandCentral, all Flex Records users can now see a direct link listed as “View LPR Records” for a vehicle if the Vigilant LEARN database has data related to that vehicle. The Consolidated Record View will also list how many times a vehicle was located in the LEARN database. For users with access to Vigilant software with the LEARN subscription, click the link to navigate to the Vigilant site and view the historical locations of the vehicle.

 

 

Flag Important Content

This feature is available for Spillman Flex Records users who have CommandCentral Vault as part of the CommandCentral Capabilities.

This new feature enables you to flag important content among the sea of digital evidence, making it easier to review the case and find the most important evidence quickly.

Easily find and flag important content to make case-related media easily consumable and presented in a more meaningful way. Flagged content is marked with a star and featured more prominently in the Consolidated Records View in CommandCentral Records, so you can quickly come up to speed on the case by reviewing the most important content first. Content can be unflagged if you no longer want it featured.

 

 

 

For example, unnamed.jpg is flagged as a particularly important file.

 

 

Multiple files can be flagged.

CommandCentral Vault Retention Policy 

Previously in Flex Records, when files and images were uploaded they were permanently stored on the disk unless a user manually deleted them. When the digital evidence was uploaded from Flex Records to CommandCentral Vault, users had to create tags with a retention period and add the tag to each file or image manually.

Offense code tags are now automatically created when digital evidence is uploaded from Flex Records to CommandCentral Vault. Define the retention policy of offense tags to automatically purge digital evidence in CommandCentral Vault, controlling the growth of evidence and ensuring storage space is used most effectively. This eliminates the need to manually delete uploaded images and files that would have been permanently stored on a disk, taking up agency storage within CommandCentral Vault.

NOTE: This feature is available for customers enrolled in CommandCentral Extension for Flex Records, which includes CommandCentral Vault. If you are interested in extending cloud capabilities to your Flex Records system with CommandCentral Extension, reach out to your Account Sales Representative. Flex users who currently have CommandCentral Vault need to update their web app in order to use this new feature.

Digital evidence (files) uploaded from Flex to CommandCentral Vault will be associated with the offense code tag from the incident record.

A user sets the retention period for each offense code in Tag Management in CommandCentral Vault. 

CommandCentral Vault will automatically purge digital evidence per retention policy. When one file or image is associated with multiple offense codes, CommandCentral Vault will purge depending on the longest retention period.

For any existing digital evidence, previously uploaded from Flex to CommandCentral will also be updated with the addition of offense tags such that users can benefit from the retention policy for purging once the updated webapp is deployed.

 

 

 

CommandCentral Extension Update

CommandCentral Extension Update CommandCentral Extension for Flex Records now includes Crime Trend Alerts via the Insights Dashboard. This new feature helps you monitor criminal activity and set thresholds alerts to identify and proactively address crime trends. CommandCentral Unified Search Integration - Files

Now, in addition to searching for incidents, persons, and vehicles with Unified Search, you can also search for files. Digital evidence stored in CommandCentral Vault will show up in Unified Search results with metadata available.

 

Device File Upload from Capture App

In addition to taking videos and pictures directly in the Capture App, there is now an option to upload any file directly from your Android or iOS device.

Select the plus button to choose files and upload them directly into CommandCentral Vault. Any files you can get onto your device can be uploaded to the App, and from there to CommandCentral Vault.

Like all digital evidence in CommandCentral Vault, this content can also be automatically tagged with the appropriate incident number and type based on time, date and location or officer. These files are then made available within your Spillman Flex Records Law Incident.

 

 

Narrative Transcription Support

Complete incident reports faster by recording a statement in the Capture App or Si500 Body-worn Camera and CommandCentral will transcribe it into your narrative. Using the Capture App, record an audio statement and tag it with an incident number and as a narrative. Once uploaded, CommandCentral will transcribe the audio and automatically populate it into the law incident as a narrative within Spillman Flex Records, as well as the Consolidated Records View. IBR Compliance Updates

We have completed IBR work for the states of Arizona, Georgia, and New Jersey. IBR updates for the following states have been completed: Arkansas, New York, North Carolina, Pennsylvania eUCR, Texas, Utah, and West Virginia.

Narrative Transcript Support (Beta)

Record a statement in the Capture App or Si500 Body-worn Camera and CommandCentral will transcribe it into your narrative.

Once uploaded, CommandCentral will transcribe the audio and automatically populate it into the law incident as a narrative within Spillman Flex Records, as well as the CommandCentral Incident Record. Cross-Agency Digital Evidence Access

Case collaboration capabilities have now been extended to CommandCentral Vault! This new feature enhances multi-agency review and collaboration capabilities on cases from a neighboring jurisdiction. Access and viewing permissions will follow existing rules that have been set in Spillman Flex Records.

Change to “Sex” Field to be State Compliant

Accept “X (non-binary)” as a third “Sex” option to support DMV driver’s license change and update all of the tables where sex field is present. Translates X to U in case of IBR reporting and applicable to all states. When a driver’s license is scanned, it can now accept the value of X and be viewed in Spillman Flex Mobile. For IBR reporting purposes, X can be translated to U, since X is not an accepted value yet. This is applicable to all states.
