The Ouachita Parish Sheriff’s Office (OPSO) covers a wide region in northern Louisiana, overseeing a mix of densely populated communities and rural stretches. To empower their force in these varied settings, Sheriff Marc Mashaw and his leadership worked with Motorola Solutions to expand their technical capabilities. Deploying state-of-the-art in-car camera hardware has provided added protection for both OPSO personnel and individuals in custody.
The challenge
Prior to the integration of systems, OPSO relied exclusively on wearable body cameras. Real-Time Crime Center (RTCC) staff and investigators soon identified the limitations of relying solely on body-worn devices. While much of the recorded footage captured routine driving, crucial activity outside or inside the vehicle could easily go unrecorded—such as when a body camera is blocked or knocked off during an arrest, or while an officer executes a search warrant.
The solution
They equipped patrol vehicles with integrated camera hardware that combines front-facing road recording, interior rear-seat monitoring and built-in License Plate Recognition (LPR) capabilities.
With full vehicle coverage, officer safety and evidence collection improved dramatically. Interior backseat cameras function as a virtual observer over occupants during transit, allowing operators at the RTCC to monitor detainees so deputies can keep their full focus on the road.
Personnel frequently catch arrestees trying to break out of restraints, stash weapons or shove needles into the vehicle's upholstery. Spotting these actions early lets operators warn the driver before reaching the detention facility, mitigating physical conflicts and safeguarding personnel from needle-stick injuries during vehicle maintenance.
The value of live interior vehicle monitoring was put to the test shortly after the system went online. During a transport, an operator at the RTCC was closely tracking the backseat video camera of a patrol cruiser when a female detainee managed to pull out a hidden syringe and shove it deep between the rear seat cushions. The observing operator instantly alerted the driving deputy over the radio.
Without this interior video capability, the concealed needle would have remained undetected, posing a severe risk of accidental puncture to deputies or maintenance staff cleaning the unit. In another instance, a RTCC operator spotted a handcuffed male pulling illicit substances from his pocket and attempting to swallow them. The operator alerted field officers immediately, enabling medical teams to intervene before a fatal overdose occurred.
The advantages of OPSO's vehicle camera solution also was proven essential during high-speed chases and routine traffic stops:
- Liability mitigation: On-board video provides leadership with objective visual records of traffic collisions and field interactions, enabling rapid resolution of false claims while upholding officer integrity.
- Evidence recovering during chases: External dash cameras document fleeing suspects throwing firearms or drug packages out of vehicle windows. Paired with satellite location data, officers can review the recording to verify what was discarded and pinpoint its exact position.
By embedding modern vehicle video technology across its fleet, the Ouachita Parish Sheriff's Office demonstrates how comprehensive in-car video security helps safeguard deputies, protect detainees and serve the broader community.
