Jalisco’s C5 Strengthens Statewide Public Safety with Motorola Solutions

Motorola Solutions

State’s command center modernizes mission-critical communications for seamless coordination across radio and broadband users, enhancing emergency response and security for major international events

GUADALAJARA, Jalisco – May 13, 2026Motorola Solutions (NYSE: MSI) today announced that the Control, Command, Communication, Compute and Coordination Center (C5) for the state of Jalisco has signed a five-year agreement to comprehensively modernize its statewide public safety communications network. This modernization will enable more efficient, real-time coordination between different public safety agencies connected to the C5 Escudo Jalisco, including State Police, Municipal Police, the National Guard and other public safety institutions.

"We recognize the high availability and resilience of the network provided by Motorola Solutions to help ensure operational continuity in high-demand conditions and critical moments where people’s lives are our priority," said Juan Carlos Contreras, general director of the C5 Escudo Urbano Jalisco. "For the C5 Escudo Jalisco, one of our priorities is strengthening operational capabilities through the incorporation of latest-generation technology, as part of a renewal process that spans to more than two decades."

This modernization effort will strengthen the response capacity for the state's more than 8.8 million inhabitants and prepare Jalisco to host the major international soccer event beginning in June 2026. The new network will leverage interoperable P25 standards-based land mobile radio (LMR) technology and facilitate effective collaboration with federal entities such as the Secretariat of National Defense (SEDENA) and the Secretariat of the Navy (SEMAR), as well as emergency and civil protection agencies.

The solution also includes Motorola Solutions’ Critical Connect, a secure and scalable cloud-based interoperability gateway that connects LMR and broadband networks and allows for coverage across geographic areas and a variety of devices. For example, in the event of a critical security incident outside a crowded stadium, an officer with a radio could communicate directly with other radio-equipped and broadband-enabled officers from the Police, SEMAR and SEDENA, facilitating a rapid and coordinated response to maintain the safety of attendees and the neighborhood.

“Motorola Solutions is proud to be Jalisco's chosen technology partner for this momentous project,” said Elton Borgonovo, MSSSI vice president, Latin America and Caribbean Region. “Our latest-generation P25 technology will provide interoperable, secure and resilient communications to meet the security challenges of a city that is an example of continuous economic growth and a global stage for large-scale events.”
