Modernizing Argentina Penitentiaries: Santa Fe’s New High-Security Facility Integrates Interconnected AI Security Solution

  • Reduces overcrowding in Santa Fe's correctional system while preventing overflow of detainees into local police stations.
  • Connects AI-driven video analytics, body cameras, smart scanners, advanced biometric sensors and high-security telephony into a single platform, to keep facilities secure, contained and efficiently run.
  • Supports expansion of state capacity to up to 890 inmates and significantly enhances regional public safety.

For years, the province of Santa Fe faced a growing crisis within its correctional infrastructure. Rising crime rates combined with targeted law enforcement operations led to a sharp increase in the inmate population, overwhelming existing facilities, filling police stations past capacity and stretching prison staff to their limits. Legacy penitentiaries, many built decades ago, lacked the modern structural controls and technology required to manage complex, high-risk security effectively.

To break this cycle, the provincial government, under the leadership of Governor Maximiliano Pullaro, recognized that adding physical cells alone would not solve the crisis. A fundamental structural change was required—one that prioritized modern architectural containment, staff safety and scalable capacity to relieve provincial pressure points.

A New Benchmark for Modern Correctional Infrastructure

The response to this challenge is the opening of the 50,000-square-meter Penitentiary Unit No. 9 in Recreo. This high-security complex represents a structural upgrade, serving as the cornerstone of the province’s modern public safety strategy.

At the center of this transformation is Motorola Solutions, acting as the primary technology provider and integrator. The company deployed its Avigilon Unity Video 8 on-premise security system that centralizes the management of data from body cameras, radios, AI-driven video analytics and other sources to automate the flow of intelligence between security teams and provincial command centers.

High Security and Structural Control

Building a high-security environment of this scale required integrating distinct security layers that seamlessly communicate in real time. Motorola Solutions’ advanced analytics platform monitors perimeters and internal cellblocks across the facility. The system automatically alerts security teams to potential threats such as perimeter intrusions or contraband drop attempts, giving them proactive intelligence to inform decision-making and enable rapid response.

The complex is equipped with Motorola Solutions’ high-resolution fixed cameras and body cameras enhanced with AI. The AI distinguishes between staff, inmates, vehicles and non-threatening movements, reducing false alarms. Additionally, the solution integrates data from third party AI-enabled smartphones that support voice recognition to assist with identity verification during authorized inmate communications.

To secure the facility’s access points, the solution also incorporates a third-party AI-powered X-ray scanning technology. These solutions help to intercept contraband such as drugs, weapons, cell phones and electronic devices before they can enter the secure perimeter.

All equipment is integrated into a unified solution, linking scan records with databases and facial recognition systems to optimize access control and visitor traceability.

Luciano Campolonghi, territory director for South of Latin America, Motorola Solutions said:

“Integrating multiple layers of technology into a high-security and fully operational environment is highly complex, but this deployment completely redefines how video security is used in the penitentiary system. Previously, officers had to watch multiple screens to spot potential risks. Now, video analytics continuously scan for anything unusual,  providing awareness for security teams and the Penitentiary Police to inform faster response and improve public safety across the state.”

Quantifiable Results in Provincial Security

The security system integrated into Penitentiary Unit No. 9 serves as the operational foundation for the provincial safety strategy.

Impact of the Santa Fe Provincial Penitentiary at a glance:

  • 80% reduction in cell occupancy at police stations.
  • 890 inmates (men and women) securely managed.
  • 450 penitentiary staff members protected by continuous AI video security.
  • Over 200 operators trained in advanced analytics.

Lucia Masneri, secretary of correctional affairs for the Province of Santa Fe, said:

"This penitentiary unit is a high-security prison and ranks among the most modern in the country due to its building infrastructure and the security technology implemented: four scanners—two body scanners and two for baggage—AI across all cameras and AI-enabled phones that allow for voice recognition, facial recognition and license plate recognition."

Paving the Way for Modern Correctional Standards

The deployment of Penitentiary Unit No. 9 represents a significant step forward in modernizing Santa Fe's justice and security infrastructure. As correctional demands continue to evolve, systems and technologies that support facilities will remain essential for maintaining order and public safety.
