Approximately 64,000 citizens reside in Jefferson County, located in the easternmost part of West Virginia. These county lines encompass a 212-square mile jurisdiction covering both historical municipal centers and vast rural expanses. As a multi-disciplinary Public Safety Answering Point (PSAP), Jefferson County Communications supports seven municipal police departments, seven volunteer fire companies, one county-wide emergency medical service (EMS) agency, the campus of Shepherd University and active License Plate Readers (LPR) tracking for the sheriff's office. The diverse layout requires telecommunicators to shift seamlessly between urban police radio protocols and rural fire-EMS mutual aid schemes.

The agency maintains a 24/7/365 operational footprint with a lean workforce consisting of 17 full-time and two part-time telecommunicators. It manages complex dispatch priorities, demanding a workforce dynamic that balances seasoned veteran dispatchers with newer, tech-savvy operators who readily adapt to cloud-native platforms. Before the drill: Perfecting the playbook

PSAP planners spent months drafting detailed, minute-by-minute scripts to mimic an active violence event, generating various caller profiles — including student distress calls, frantic parent inquiries, public complaints and conflicting tip calls — to test their teams.

Technicians programmed automated rollover logic into the network — if the amount of simulation calls ever exceeded the capacity of the designated telecommunicators, unassigned lines automatically funneled into the VESTA 9-1-1 queue to prevent dropped calls.

During the drill: The tech, the team and the timing under pressure

On April 22, 2026, the full-scale simulation officially began. At exactly 9:12 a.m., a mock emergency call reached the center reporting an active shooter at Wildwood Middle School, immediately activating the pre-configured geospatial routing queues and triggering massive field deployments. To evaluate true operational performance, front-line telecommunicators were given minimal advance warning, forcing them to rely on pure instinct, standard operating procedures and professional intuition.

The center successfully processed 88 simulation-specific emergency calls within a tight 90-minute window. The system automatically processed inbound calls, presenting operators with standard, familiar screens that included precise device-native location data and Automatic Number Identification / Automatic Location Identification (ANI/ALI) readouts.

The exercise required coordinated action across several distinct operational fronts. Volunteers portraying casualties were triaged at the scene and physically transported to WVU Medicine Jefferson Medical Center, requiring hospital staff to practice real-time mass casualty triage and emergency surge workflows. First responders evacuated uninjured students to one of the county’s reunification sites, where operational teams activated strict family reunification protocols utilizing the I Love You Guys Foundation's Standard Reunification Method, testing parent check-in and accountability workflows.

The final layer of realism came from the community itself. The Jefferson County 9-1-1 center entered into a partnership this past school year with Jefferson County schools to launch EmComm. The program aimed to teach high school seniors about the role of a 9-1-1 dispatcher and to train them for a career in public safety communications.

The students in the EmComm program participated in the drill, answering live simulated calls, under close operator supervision, from the participants at Wildwood Middle School. This integration brought authentic audio environments to the training room while successfully transforming public emergency response from an abstract, anxiety-inducing concept into a visible and reassuring pillar of community safety. Director Tara Vann and the deputy superintendent of Jefferson High Schools are scheduled to co-present their community integrated training model at the national NENA Conference in Columbus, Ohio.

The success of this collaborative initiative was validated by two independent external evaluators embedded on the communications floor. The first was a seasoned 9-1-1 Director from a neighboring West Virginia county, and the other, a retired public safety veteran with 26 years of field experience in Virginia. Both heavily praised the team's composure, processing speed and ability to anticipate radio requests ahead of time.

The policy-based routing provided Jefferson County with a robust operational blueprint. Following the drill, agency leadership immediately made plans to apply similar policy-based geospatial parameters to upcoming local high-traffic summer events, including the annual county fair in August and recreation areas along the Shenandoah River.
