What is the Nebraska Statewide Radio System (SRS)?

The Nebraska Statewide Radio System (SRS) is a P25 digital platform, providing statewide roaming and a multitude of communications resources for first responders and dispatchers. Whether you are local, state or federal, the system supports your internal and inter-agency communications on demand.

  • Regional and statewide resources: Covering more than 95 percent of the state and connecting you to every other agency using the sytem, SRS allows you to talk nearly anywhere at any time.

  • Superior security: The SRS improves all expectations in high digital voice quality encryption.

  • Open to any public safety agency: Through state, local and federal partnerships, SRS usage is growing across the state.

  • Open to any public utility: The SRS is a partnership with Nebraska Public Power District and the Nebraska Office of the Chief Information Officer. Any public utility can join the system.

Communication is the backbone of every response. Get connected.

You have the freedom to choose which devices to use, the ability to unify response with one cohesive interoperable system and the financial foresight to balance budget restrictions with operational needs – all without taking on the hassle of managing the network. As the largest public safety network operator in the world, Motorola Solutions has a proven track record of securing your investments and mitigating risk. In addition, our services include regular software and hardware refreshes to keep your system up to date, combat obsolescence and future-proof your investment. Motorola Solutions can assist users with planning, implementing, executing and maintaining your agencies' next steps.

This Communications Roadmap provides an overview of solutions to upgrade and improve communications for dispatchers and first responders across the state. Sharing communications resources and familiarity with local procedures ensures critical information is able to be exchanged accurately, rapidly, and reliably. The local communication system is essential for supporting public safety responders and dispatchers. The right solution is that which improves the overall communications and interoperability for all participating agencies. It is important to consider the needs of legacy communications resources while migrating to an advanced communications system. It is not necessary to replace everything!

Get An A+ In School Safety

If you’re like most educators, safety is a top priority, given the escalating violence and severe weather. With Motorola Solutions, you’re ready. Discover two powerful ways you can better prepare for what tests schools the most.

This compact, rugged, mobile radio provides an extra large and dedicated push button, colored orange for easy visibility, to directly alert the local police dispatcher.

Simple, easy to use control head: Designed specifically for school safety emergency alert to public safety dispatcher.

Multi-function knob becomes a large, orange colored emergency button: Emergency alarm is sent to a 911 dispatcher. School radio is uniquely identified and dispatch sends first responder to the location of that radio.

Built-in speaker

Fixed volume: Alleviates the mistake of turning off volume.

One talk group: Alleviates the mistake of changing to non-emergency talk group.

Hot microphone feature: Open microphone allows sounds to be heard by public safety dispatcher.

Can utilize existing ASTRO "alert" protocol.

Can utilize an external ignition sense type switch to ensure the radio remains on at all times that the school has power.

Allows for an external accessory for emergency calls, along with a gooseneck microphone.

If your school is like most, you have only one method to contact police, with a local phone call. While calling 9-1-1 can give the authorities your school’s location, it doesn’t notify them of the location of the incident or crucial second-by-second details. And your school’s two-way radio system is incompatible with those of public safety agencies, forcing you to rely on third parties to relay critical information – until now. Using SchoolSAFE, you can directly relay time-sensitive information to first responders while they’re still in route. Now, they will arrive equipped and ready to control the situation and respond faster, safer, smarter.

The ABCs of SchoolSAFE:

  • Licensed frequencies, the foundation for mission critical communication
  • Technology towers and a master site controller
  • Administration and user interface software to manage the network
  • Best practice know-how to form safety teams
  • SchoolSAFE Communications Curriculum
  • Model 360 Sustainability (hardware, software and training maintenance)
  • Certification for the district and school site involving public safety agents, superintendent, and your SchoolSAFE Channel Partner

The Challenge

  • Modernizing statewide communications and creating a system that is shared across the entire state.
  • Communicating across agencies and covering a large rural state with small communities and vast landscape.
  • Using existing resources, while migrating to a modern shared interoperable system.

The Solution

The State of Nebraska chose a system that is resilient. Running alternate paths to dispatch centers and tower sites. Robust. Reliable. Resilient. See why joining the largest P25 system in Nebraska is the right decision.

The Statewide Radio System continues on its path of growth and expansion, adding channels and flexibility to meet the coverage, capacity and user needs of an ever-increasing number of agencies. The system currently operates 54 sites and a mobile tower for emergency use, providing over 95 percent statewide coverage.

Motorola Solutions implemented dynamic system resiliency (DSR). The state and Public Power each have hot standby redundant master sites. The redundant master sites are geographically separated in a redundant DSR configuration connected via redundant network links. If the state primary master site goes offline, the system rolls to the backup master site at Public Power. DRS proved its worth when a significant network outage occurred and operation automatically transferred to the backup master site. Radio sites and consoles (a couple exceptions) returned to normal operation while the state worked to restore the network.

This feature-rich and highly scalable system enhances voice with advanced data applications that lend to greater interoperability and officer safety.

  • Operations are better and safer with text messaging in noisy environments.
  • Response and backup help arrive faster with GPS locationing capabilities.
  • WAVE integration enables communications between disparate devices and networks.
  • Asset management ensures that every component of the solution works at top performance everywhere, all the time.

Collaborate seamlessly.

The more cohesive your communications, the better your ability to respond. The SRS unifies state, local and federal agency communications, blanketing Nebraska with 95 percent mobile voice and 95 percent mobile data coverage. So when the need calls, you can respond with seamless interoperability.

Maximize investments. Minimize costs.

No need to lay out hefty capital to install and maintain a tower and communications infrastructure. Simply join the SRS. You get control over spending thanks to fixed operating costs, the best technology has to offer and savings are greater and expenses predictable because ongoing upkeep is shared across multiple agencies.

Position your agency to receive federal assistance.

Align yourself with the highest standards of interoperability set by the Department of Homeland Security (DHS). You make a strong case for federal funding from DHS grants as a subscriber to the regional, shared network, which is based on a Project 25 suite of standards.

Drop-dead zones are no longer a problem.

Your days of spotty coverage and interference are over. Crisp, clear audio follows you wherever you go. That's because you gain the same number of sites you currently use plus the coverage of those surrounding your city or county.

Automatically roam.

Whether you're in a high-speed pursuit, responding to a statewide emergency or traveling on business, SRS will automatically connect to adjacent sites and keep you in contact with your own talkgroup and dispatch.

Expand capacity.

Designed to accommodate all of Nebraska's state, local and federal public safety agencies, the SRS can handle up to 128,000 radio IDs. Should channel availability drop below what is contracted, we will add additional channels to the system at no cost to the city or county.

Stay on the cutting edge.

Your job is to protect the public, and ours is to help you do that. We continually upgrade the SRS to ensure peak performance, reliability and security for you.

Maintain independence.

Count on us for the highest level of control and autonomy in system management. You and you alone can modify your agency's IDs.

Increase redundancy. Increase confidence.

If a site should happen to stop working, you don't have to. With many other sites outside your city or county, you have a solid backup plan. The SRS also offers a Site on Wheels, available for fill-in coverage during an event or extended loss of a tower. Deployable Incident Command Kits are available as well to provide portable coverage for incidents like wildfires, tornadoes, ice or severe snow storms; or coordinated events such as County Fairs or concerts.

You have a voice.

The SRS is designed to give users and dispatchers a voice in the operation and management of the system. Participating agencies are encouraged to join in the discussion at monthly system user meetings. Policies and procedures are stored on a SharePoint site that users can access in addition to other valuable information and training opportunities.

Try it before you buy it.

The Public Safety Communications Team will work with your agency to ensure that the SRS fits your needs before you make the decision to join. Contact us to demo the system.

Demo equipment is available.

Your local Motorola Solutions Manufacturer Representatives or Motorola Solutions can provide demo portable and mobile radios to try on the system. We encourage you to put the radios to the test not only from a coverage standpoint but also for the sound quality, durability, design and features you need.
